Why is it failed to access the IPC from Google Chrome or IPCManager/Device Manager even if we're using the default username and password which are not changed at the very beginning?

Probably it's related to your network segment. To solve it, please follow below steps:

1) Go to CMD->ipconfig/all-->Check the IP of your PC like 192.168.X.7;

2) Go to IPCManager/Device Managaer-->Manually enter the IP like 192.168.X.129

3) Then go to check whether it's accessible or not now.
